The two-year-old girl was found dead at her home back in September of last year. Many people have been wondering why her mother was never held responsible, but she's facing felony charges now.
Norma Palacios Holguin has been indicted on 13 felony counts.
Twelve of those are for child abandonment; the other for aggravated sexual assault of a minor.
According to the Webb County District Attorney, the charges stem from the woman allegedly leaving her children alone at home.

I think the reason it took to long officials just wanted to get all the paperwork properly made that way no defense attorney comes and says since the paperwork wasn't done appropriately she has to be let free or have a lighter sentence.
You know I'm not the guys that goes for violent paybacks (I'm more the psychological trauma kind) but I would torture this lady so bad, no really I can be a cold blooded ass when needed.
